NYC DOB fees and NJ local construction office fees aren't the same schedule. A written quote after the site assessment is the only accurate number. Everything above is what goes into it.

NYC Administrative Code Section 28-105.4.1 allows licensed contractors to perform emergency work before obtaining a permit to the extent necessary to relieve an emergency condition. The permit application must be submitted within two business days and include a written description of the emergency condition and measures taken to mitigate the hazard.
Where the condition qualifies as an emergency under applicable NYC requirements, emergency work may proceed to the extent permitted by the applicable code provisions, with the required filing submitted within the applicable timeframe.

In New York, sidewalk shed permits are filed by a Registered General Contractor. A contractor may file without a design professional's stamp where the shed drawings follow a design pre approved by the Board of Standards and Appeals. For qualifying standard installations, a BSA pre-approved design can simplify the filing process.
A separate NYC DOT permit may be required in addition to the DOB permit, depending on how the shed or scaffold affects the public right of way. For example, additional DOT permitting can apply when the structure extends into the roadway or when sidewalk or roadway access is affected.
